Description
The Program Officer for International Urban Programs will provide programmatic and administrative support to ISC international programs under the direction of the responsible Sr. Program Manager. The Program Officer will also participate as a member of a team in international program development and business development initiatives, with an emphasis on those initiatives directly relevant to the programs he/she supports.

Organization Description
ISC is a US-based, international non-profit organization that works with local community and government leaders, civil society organizations, and NGOs around the world on urban sustainability issues. ISC has a growing portfolio of international projects focused on promoting urban sustainability. Areas of particular focus for ISC include low-carbon development, climate resilience, good governance, urban development planning, infrastructure, knowledge management and peer learning and networking.

Responsibilities
Program Support
o Support VT- and field-based program managers by assisting with program design and execution, work plan development, grant making, and technical assistance.
o Coordinate logistical planning for program-related events such as workshops, meetings, retreats, and study exchanges.
o Work collaboratively with partners and potential program participants in the development and delivery of peer to peer training opportunities in a workshop setting.
o Participate in development of quarterly reports to donors, annual work plans, and other communications materials.
o Track project implementation and monitor key project activities and milestones and assist with project budgets as assigned.
o Coordinate the consultant management process including the preparation of contracts, work orders, amendments; obtaining necessary signatures; communication of payment policy; review and submission for payment of expense reports and invoices
o Serve as liaison between Vermont office and international office(s).
o Enter contacts into enterprise-wide contacts database.
o Visit country program(s) at least once a year.
Other Duties
o Conduct research as assigned to support program development.
o Provide logistical and administrative support for international assessment and prospecting trips.
o Support the program development team in the design and development of new proposals.
Working Conditions
Open office environment. Occasional travel required.
Qualifications
o Experience in the development, design and implementation of international urban programs. Project experience in Africa and/or Asia preferred.
o International experience in one or more of the following preferred: urban development, urban climate programming, urban civil society/governance programming.
o Demonstrated experience in project design preferred.
o Demonstrated strong writing, research and analytical skills with high attention to detail.
o Demonstrated experience in writing winning proposals for key international donors.
o Two to five years of relevant professional experience.
o Ability to proficiently manage multiple tasks simultaneously with flexibility and willingness to adapt to changing program priorities
o Good skills in Microsoft Office suite, data processing, e-mail, internet browsers
o Commitment to the ISC mission and goals.
o Bachelor's degree in related area. Master's in relevant field preferred.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
